Help I'm trying to install windows through CD onto a blank hard drive and this keeps popping up. What the fuck does it mean and how can I get it to just install windows

Check your BIOS, disable everything you can. Unplug everything but keyboard, mouse and video.
If it works, enable one at a time until you find your culprit.

You should do a BIOS reset to factory settings first, but still unplug and remove all hardware but the basics; video, drive, keyboard and mouse to start.
