So I'm looking into getting a new processor and a new motherboard.
My current CPU is a Phenom II X4
Looking for recommendations on something that fits a Radeon R9 290 (PCI Express)
and has DDR2 RAM slots.

If you are poor consider a i5-3470 build. Otherwise get Ryzen. I would keep your current GPU. A 580 isn't much faster, if you want more get at least a 1070.

i have a AMD Radeon HD 7450 graphics card and im looking to have it replaced. Will a EVGA GeForce GTX 1050 Graphic Card be compatible? I don't know much about computers let alone putting one together but i really do need an upgrade.
ASUS Prime B350 PLUS has been pretty good to me so far, just under $100

Yes, it should work fine. There are very occasionally compatibility issues between old motherboards and new graphics cards, but at worst it's usually just corruption in the BIOS screens or something.
One thing to consider is your power supply. What rating does it have? The 1050 has a low TDP for a gaming card at 75W, but it's still a lot higher than a 7450 at 18W. You should be fine with anything 300W and up, since I assume you have some locked Sandy Bridge i3 or i5 CPU in there not drawing much power.

Make sure your card will fit in it. Fit as in being physically able to put your card inside of your case. It may seem dumb but I've seen a lot of people who forget to do that and they end up having to sell the card or sawing the case.

Your German so you should be able to find a complete DDR3 based system for $100-ish used.
Abandon DDR2. It and it's platforms are way too old.

That's still a perfectly competent CPU. You have a 300W PSU according to HP's specs page, so a 1050 or 1050 Ti would be fine. Just make sure to buy one that doesn't need an extra 6-pin power connector.
