WEB-DL is a file that was download from a web site/service such as iTunes. They are untouched, but generally are low quality because iTunes uses as low of a bitrate as possible that will still produce an acceptable quality file (to save on bandwidth). You generally want to go for 720p WEB-DL's, because 1080p will definitely suffer for the lower bitrate.
WEBRip is basically a screen recording of a stream (for example, from Netflix, Amazon, etc.) that's been compressed. The stream (from Netflix, etc.) is generally relatively low bitrate, again, to save on bandwidth for the provider.

Aside from what I've already mentioned, there's no hard-and-fast rule for whether to go for a WEB-DL or WEBRip. Compare screenshots and make your own decision.

When I first found out about BitTorrent in 2005 or so, I went overboard torrenting things from MiniNova and suprnova, the TPB of their day. I also signed up for as many private trackers as I could, and there were a lot 10-12 years ago, much more than today. I had an Oink account at one point, but was too young and dumb to use it. My interest in trackers faded for a few years until I interviewed for WCD. Failed my first interview, made it on the second try.
