Show me a build ranging around $300 using a 1050ti or equally as powerful GPU.
I have a friend wanting to convert to PC and his budget is a little over $300. I know how to use PC part picker and how it all works, but I need someone who'll show me something that won't bottleneck terribly or at all.

You should be able to get a second generation i5 dell for around the right price or you might find a good deal in the motherboard+CPU combo section on ebay.

He's been playing on a laptop using an AMD A6 chip for like 2 years now and I always modify his game files to increase performance. He doesn't mind fancy graphics so long as he gets high textures, low/medium shadows, and mid 50 fps or higher.
I'm sure a budget build with a 1050ti would keep him happy.
$300 is a pretty tight budget for a 1050ti, you're going to need to get used parts. Read the sticky for builds.

Actually it's not bad for upgrading a used prebuilt because of its low TDP.
While it definitely is expensive for it's performance class the amount you save by going with a complete used build can offset that completely.
