Not really, I was working with upstart, and found two serious design problem in it.
The combination of that two made it impossible to reboot the system gracefully, if the init script was originally faulty. The fixed init script did not refresh the representation stored in memory (1).
It could have been worked around if we can trigger a new service before the pre-stop script is called, but you can't register an event on pre-stop, since originally upstart does not emit event there (2).

Shell scripts are pretty integral to administering Linux and pretty much all the main distros still use /etc/rc.d with systemd.

There is also the fact that when a shell script breaks, it's a lot easier to find out where than when systemd breaks, which is pretty often desu.
