What's best configuration to get best performance for Intel HD 3000 iGPU?
I'm using T420 with Core i5 2520M, and the CPU temps reach 70C, when playing 1080p X264 files.

Everyone already knows this (it's pretty obvious.) Not everyone wants their software to be popular among normies. Some people really do want to write software like mpv, which appeals to command-line users and videophiles only. This actually happens a lot because people who write software are also likely to be heavy command-line users, so they write software for themselves. Being normie-popular only makes you more likely to get bug-reports from idiots.

If mpv ever gets popular, it will be because it provides libmpv, which allows other people to make graphical video players that use mpv as a playback engine. In that case, it will be the author of the graphical frontend who has to deal with all the normie users.

VDPAU has the concept of a "presentation queue," which lets you render multiple frames at once, queue them for presentation to the display, then query when they actually got presented to the display.
