Mostly, would suggest dropping to 8GB of RAM and putting that money on the 6GB version of the 1060 (or maybe an 8GB RX 480?) also, I would use the stock cooler for now and use that money towards a more decent PSU, at least an EVGA bronze.

Because the stock cooler would be good enough for now and he could use that money to upgrade a part of the PC that's more important than a 5-10 degree difference in temps since he can't overclock with that CPU and Skylake chips aren't that hot anyways.
He can of course upgrade the cooler later to whatever he wants, I just don't find it that important for the first round of purchases for a build like that.
