Have you been using scripts to 'disable' telemetry in Windows? - This is most likely the cause.

Chances are a firewall with a set of IP addresses and various records has been added to the hosts file. I've had this issue and after removing the skype/hotmail/messenger related records and the firewall, it still hasn't resolved it.
