I have a similar Dell monitor and my brother needed a new one, ordered him a LG 24MB56HQ-B for 100€ less.
It's 90-95% the same quality of display, apart from tons of connectivity on the Dell.
I'd suggest in dropping to a cheaper IPS and use the extra money for a better CPU and better power supply and maybe an aftermarket 20€ cpu cooler.

for $190. Buy something like that and upgrade gpu and throw in ssd, it'll end up much cheaper but perform better
