Why shouldn't they? They are preserving things for very long term use. WAV/RIFF is a simple format. An experienced programmer could reverse engineer it quickly without reference material. I estimate that I would be able to get audio data out within a few hours' work and a reliable converter in a couple of days. Meanwhile FLAC uses incredibly complicated algorithms that would take a long time to figure out.
