well IPT family is owned by same group/person. But cabal doesn't have same owners. Some might share a few mods here and there but they are entirely different managements (voltaire for example used to call hdb overrated on /r/trackers, would not have happened if they were really working closely). Also PTP doesn't repect HDB's exclusivity rule and HDB supposedly stopped recruiting from them as a result. So, I don't think cabal is a very tightly packed group. The requirement for entering cabal is very loose
1. must be hard-to-get-into
2. content should be top-notch
3. some degree of trust among each other's staff that they are serious about identifying and removing undesirable users

But the trust might not be complete and blind as is evident from the PTP-HDB case.

Moreover, there's flexibility to new entrants to cabal. I'd say if any cabal tracker starts recruitment on previously non-cabal tracker, that's sign of trust in the new site's staff.

I haven't been here long enough to see the relationship between BTN-WCD-PTP in their initial years, but I am sure they did not collaborate as much as they did in recent years. And there have been so many new trackers to joining the leagues of cabal
