Full size PDBs were universally accepted a long time ago as being bad because they don't survive crashes well. Depending where you bought the frame from you may also find that the arms break easily in crashes.

Well yeah, but exactly this model, doesn't put any pressure on this pdb, there are 2 other bottom and top (you can see them on top right corner) they carry all the weight and hits and pdb is fixed just like flight controller

Except it does. This style of PDB literally replaces the second bottom carbon fibre plate & you're bolting your arms & standoffs right through the PDB.

On the photo is Unmodified version, but the one I did, has these red sticks going through pdb and connect directly to bottom frame, then rotors arms, and pdb is attached to motors arms with big of sponge there, and flight controller is attached to pdb with a bit of sponge as well.

That's how it used to be in the US until all these dronefag retailers came along. The law is so broad it even covers RC planes and helicopters, which have been registry free for decades until now.
Oh, and fun fact: If it has a camera on it, you need to register it commercially, since the video can be monetized. Canada's like this too, and it's a $1000 fine or something if you get caught flying a camera drone that isn't registered to be used commercially.
They can also fine you hundreds of dollars for missing equipment that virtually no drones even have, like radar transponders or an altimeter setup that sends them the data.
