Probably not ever for spinning drives, but I can see the possibility happening with solid state memory maybe 3D Xpoint within a decade maybe not for retail, but having the ability to do so in a 3.5in form.

The areal density is already hitting a wall with HDDs and has fallen behind SSD.
Sure new tech is coming out which will allow for more stuff being stored on a HDD, but there's really not that much to be done when they move above 1Tbpsi, which is considered to be somewhat of a limit for the spinning medium.
New materials might make it possible, but that's a big if.
SSDs can basically just keep on slapping more and more layers to increase the storage size.

Samsung sells a 15TB SSD for enterprise customers. ~$10,000 price tag.

Seagate has a 60TB SSD announced and Toshiba was rocking a ~100TB SSD a few months back at a show.

These are all well beyond consumer use though.

the problem is that the market is not really there for petabyte hdd's.
Harddrives fail.
For business, this means you use multiple and zfs, so you can recover if that happens.
But if you have 1PB disk to hold everything, you cannot recover from failure as you loose 1PB at once if the drive fails.
Compared to 350 3TB drives, having one fail, doesn't really matter.
You can even store things on multiple locations this way, making sure it doesn't all go up in flames at once.

And for cold storage, tape is much cheaper and more reliable.

Eg, a safe with a couple of tapes is more secure for your long term backups than a harddrive.

Either a DIY option like Openmediavault

or something from QNAP or Synology.
There are other makers for NAS out there, but not nearly as well established so while they got the basics down they might be nearly as feature/app rich as the first two I mentioned.
