Firefox for linux is written in GTK so it's hard coded to use the GTK filepicker since they can guarantee it will be present if Firefox is. And as far as GTK, they're not big on adding new features. Primarily I think they're afraid of it becoming like another KDE with switches and options for everything that no one ever uses.

Linux on desktop is basically only useful for web browsing, all the good programs are on Windows.
