Because economies of scale.
Plastics mass manufacturing is extremely expensive when producing runs of only a few hundred units.
Custom cherry mx keycaps aren't a very big market, and their entire audience is limited to a tiny subset of people who browse 3 or 4 keyboard forums around the world.

Basically, they only get made because some company in china has the required molds but they need a minimum order amount and someone has to organize a group buy to buy a minimum number of units before they can make the minimum order amount.

There is a big upfront cost but each piece is cheap to make.

Up front cost is huge, per product cost is low. If you can tell a factory you're going to buy 50 million of the product, then that's when you get good, cheap deals.

Not happening with key caps.

Waiting for somebody like Cooler Master, Ducky, or Filco to start making a nice retro board with SA or DSA profile double shot caps with a retro theme rather than the gamer-tier LED garbage they put out now. The demand is out there.
