It's much easier to stop people when you have a smaller area to worry about, don't have a demand for people in those areas, treat the areas in question like a war zone instead of how the US offers student and work visas to people from other countries, have military patrols guarding the entrances to your country from those areas (which are a much smaller surface than the US vs the world), and have few people trying to come over making it harder to fund things like tunnels which also risk going to waste after a single attack unlike tunnels leading into the US that don't get tied to high profile events.
