The middle part is the Elecraft KX3 HF radio. Pretty good stuff.
At the top is a pan adaptor, that basically is a spectrogram that tells you what is around your frequency band.
The KX3 supports digital modes and the keyboard suggests that is what it is used for here.

Normal mode is morse code and voice but many digital modes are also supported. Those are useful for long haul communications.

Nearly all of these still operate within ISM bands (433/900mhz,2.4ghz). These being things like 802.15.4 devices. The exception being milspec stuff that does a wider spread spectrum hopping.

Large commercial carriers are moving to LoRA/Sigfox/whatever which still use the ISM bands - but up on cell towers.

There are some very good reasons why all these are intertwined.

Broadcasting crypto will raise concerns over espionage. Number stations still exist. Actions will be taken, some countries will respond more brutally then others. The technical issue then is that if you make a new modulation form you will have to disclose it, share it with everyone.

Licensing involves technical exams. A lot of people have no idea what splatter or harmonics are, and will blithely talk into ham bands while multiple harmonics drop poo into commercial, military or emergency bands. If your harmonics mess up cell bands the carriers will lose usable bandwidth and correspondingly lose traffic and scream blue murder to FCC, while demanding compensation from you. We are not talking pennies. The technical issue then is that you HAVE to understand how the technology workds, in great detail.

During Gulf War I our new fucking radios couldn't handle the harsh desert conditions so they busted these bad boys out and used them.

From what I understand NASA and the NSA are both current users as well.

My interest is HF mainly though down to VLF would be a nice bonus.

I use a magloop for huffduff just like they did in WWII. When strange transmitters fire up in the Far East, if you hang out on the right IRC channels, people will start posting bearings and pretty soon the transmitter is found, usually anyway.

Pretty good shit actually, might not be as good as the military's automated stuff but it works.

Before you go any further I'd recommend looking into how you're going to make this work. VLF-DF seems a difficult thing to me.
