Does USB-C to USB-C transfer faster than USB-A to USB-C?

If I understand your question, USB will only transfer data as fast as the slowest device; noted by the devices supporting 1.1, 2, or 3. A, B, and C only describe the physical plug.
I believe the 3A charger will charge your phone faster, but may stress the battery more in the long run. But if you go change phones often, or don't think anything of getting a new batteries, then that won't be much of an issue.

The amperage rating is a maximum current draw. The chip on the battery won't draw an amount that will damage the battery. If your phone only draws one amp, increasing the max from 1.8 to 3 isn't going to do anything. The 9v mode however is probably for quick charge and your ebay charger doesn't have one so it's worthless
