I used to use a Raspberry Pi 3 as my main desktop until I got tired of the awful 16 bit colors and other such shortcomings in display connectivity. Apart from that and web browsing, I had no issues with that setup. For programming, light drawing/graphics, text editing, light audio/video editing and tracking (as in tracker music), light gaming/emulation, medium web browser use, (all of which I'd call "work",) it just doesn't matter much what cpu and how much ram there is. My i3 alone, with iGPU, can run Wii games in dolphin at 100% real console quality in Linux! It's ridiculous.

No its not if you're using a proper sized monitor for your viewing distance.
At normal desktop usage it's recommended to have your monitor PPI between 90 and 125 to be usable without GUI scaling.
A 27" 1440p monitor is 108PPI this is fine with no scaling.
A 28" 2160p monitor is 157PPI, this requires GUI scaling
A 40" 2160p monitor is 110PPI. This requires no GUI scaling.
Its all about understanding resolution and pixel density and how screen size effects them.

During the black friday sale there was a significant discount. I consider it a bonus over the Clevo to for it to be smaller as 17" is definitely not portable. The alienware also comes with a 99Wh battery while this full size Clevo only 60Wh.
Dell and Alienware simply have the better engineers, experience, and funds to create a marvel of engineering that is cramming an i7 and 1070 in that small space and yet still cool it (the radiator in the back that is still very styled. You get what you pay for.

Since they've been in the gaming laptop game longer than pretty much anyone else, yea they do fine in the cooling department. The dell might be slightly better but I've never seen real concrete evidence showing anything significant.
And further both can be bought with several year long warranties if that's a concern, components damaged by heat during normal operation would be fully covered, most likely they want to avoid this so they give it adequate cooling.
Tldr they're fine. It's a gaming laptop not a workstation, don't expect either the clevo or alienware to be fully functional in 5 years time unless you baby it.

The 7700HQ runs at something like 3.2Ghz which is significantly less of course but my games don't seem to make near full % usage of my 6700k in games. Does this mean I could get near the same CPU performance in the Kaby Lake with Turbo clock on a core or two?

It will probably depend on GPU load. If you're not using the GPU I imagine you can get a good turbo speed on 1-2 cores, but with the GPU also loaded I'd expect the increased thermal load would limit the turbo frequency on the cores because it's already running hotter
