I just switched from Deluge to Rutorrent. After a torrent is completed, I want the data to move to a separate folder for each tracker.

I did. I'm still using Deluge with autodl-irssi (for its aggressive peering) but it's shitting itself once I have so many open file handlers (I have a fuckton of music torrents loaded). I'm gonna use Deluge for quick buffer grabs and Rutorrent for long-term seeding

Have you seen the encodes of public trackers? They're complete shit. With encoding there are a lot of settings to tweak. Also the slower the encoding setting, the better the quality is. So I assume encoders with better hardware can release better encodes faster.
