Is there anything that forces YouTube to stream at my phone's resolution? Even on wifi I have to set it manually since it starts at 240p.

Search for YouTube HD on xda. Its the ancient version but it supports up to 1080p and background playback. Using this when the official YouTube put my 480p screen to 360p
