Resizing to 720p throws out half the information right off the top. At a bitrate where 1080p will start to show noticeable blocking, 720p will be fine.
Since most people's screens are at a distance where they can barely pick out 1080 details, the blocking that you can see is more of an issue than the ultra fine details 720 can't display.
