They have two different settings panels because they don't want to confuse everybody who only knows how to set things up in the old panel, so they leave it there as a fallback. It's the same as the command prompt vs power shell thing. They don't want to FORCE you to learn a new system just because they put it in.

This should be a good thing... I don't see why you should insult them for being considerate. I would hate it if they took out all the legacy menus and forced me to relearn everything.

Some things are easier/quicker to get to in Settings, but while you are there you try to find some other setting and you have to go to Control Panel instead, you end up wasting time.

The problem is that Control Panel didn't really need to be changed. Most of the settings in Settings most people won't find anyway so making it "easier" for people is wasted effort and a bloating of the operating system.

They should have just integrated Control Panel as it was as seamlessly as they could.

Windows 8 was actually a decent improvement once you installed ClassicShell, and I've been overall happy with W10. Only major change that actually bothered me much was axing DirectDraw support, otherwise everything was good though.

I don't block anything on my Windows and have zero adds. Never seen a single one in a bit more than a year of usage.

Also, the settings is there for casual users who arn't going to mess around in control panel too often. You seem to think that windows doesn't think about all of us, but in reality, they think more about all of us then apparently you can understand. Seriously, you can even fucking pin control panel to your task bar.
