What is the best noise/performance single tower cooler?

I have pic related in my PC because benchmarks told me it is the best of best. I beat even some two tower models.
And it can cool even without cooler at all. You just need to figure out how to tell mobo it is ok to run without fan plugged in. Also you can switch (3 options) max rpm on the fan itself.

noctua NS D15-S. pic related is idle, doesn't hit 50°C with 100%@4.0GHz/1.19V (6 cores) and I don't even hear it. this luxus comes with a price though...

Depends on how much noise you're willing to tolerate and how much heat you need to dissipate.
Generally for very quiet/inaudible cooling Scythe coolers were among the best (Mugen 2, Ninja 4, Kotetsu...).
Note that if you want to reduce the fan speed to inaudible levels you typically need Speedfan or whatever. Most reviewers don't do that and just test the fans at like 1000rpm, which doesn't make any sense.
SPCR is one of the few sites that do proper reviews for noise.

Thermalright Le Grand Macho RT with the TY-147B on it. Stupid name but quieter than a NH D15 and cools just as well with one fan and a single tower. Better Ram clearance too.
