I live in Germany and sometimes people get letters for illegally torrenting certain stuff. That doesn't happen for torrents from private trackers, right? Because they can't track torrents from a private site, am I right here?

They can track you if they have an account in the tracker. However this doesn't happen often, mostly because it's not worth going after relatively small private sites compared to public ones. Staff can weed out people doing this too by looking at the way the use the tracker.
Use a VPN if you want to be 100% safe though.
