Building my first PC, mainly for gaming. How does this look? My budget was $1000. I have a 1 tb external so I'm only adding a SSD. Optical drive is for older games.

I'm pretty unfamiliar with PC building so I'm not sure how to be certain all of my parts will work together. Beyond pcpartpicker's "compatibility" would you guys recommend anywhere else that might help me learn how to tell what works with what?

Why? I'm sure you have a drive at home already, just rip the images and mount them when you want to play the older games.
Other than that, you should probably switch to ddr4 RAM since it seems like you're building a pc which will last another 6 years at least and ddr3 will probably be abandoned during that time. But there's no need for additional wattage, you won't go over 450 even with some additional devices connected to your PC, 500 or 550 should be more than enough even if you upgrade something.

I would not recommend that MOBO. First off it's a microATX and you have a mid-tower case. Secondly it's got very few reviews and half of them are bad. Thirdly I'd be willing to bet that if you try to put that 212 Evo puzzlebox on your tiny-ass MOBO, you're gonna have a bad time.

The 212 Evo comes with thermal paste, you don't need more. Spend $7 on a static wristband if anything.

Your processor is WAY more powerful than your GPU and will probably bottleneck it. Unless you have a CPU intensive game in mind, balance those 2 out.

If you want to blow it all on the CPU, the i5 4690 is probably your best bet. However, if you are mostly gaming, and you want better performance in game, then you should know that the RX 460 is a low-end card. For better gaming, I would consider upgrading the GPU first, and the CPU later.

Since you're willing to drop so much money on it I would only advise beefing up the Power supply.
It'll let you upgrade later down the line and they say PSU's run best at half load.

build this back in like 2013 on a budget and upgraded here and there for some small buck whenever i could spare some. I swapped out the GPU and got the SSD, put a fan on the cpu and the case, got a new PSU (bequiet! STRAIGHT POWER 10 600W) and peripherals. Im not saying that i need to upgrade, but maybe i want to. what do you recommend? the CPU might be from Q'2 13 but its still 200€ and seems to do the job. the GPU also does what its supposed to. the RAM is g skill F3-10600CL9D btw. I'm thinking of putting in 2 more of these modules for 40€ or is the model important and i should get better quality sticks instead? after the RAM im eyeing a 1070 and in a more far away future replacing the motherboard and CPU with prospects of maybe SLIing the 1070.
what would you do in my case and also how do i spot bottlenecks or keep track of my system?

I'd say get better RAM. 1333MHz is just barely above the worst you can get. There's no real reason to upgrade the CPU, but since you have z-chipset you could swap to 4690k or maybe 4790k - skylake is pretty much flat-out not worth it unless your MOBO bites the dust. If the GPU is good enough to not need an urgent upgrade, I'd at least hold up until AMD's high-end cards come out and then take another look at how things are priced after that.
