I work in a noisy office but headphones with active noise cancelling can't block random nearby human chatter. Also active noise cancelling is very expensive.
This headphone use passive noise blocking (same as in hearing-protective earmuffs):

Can this effectively reduce the sounds from random nearby human chatter?

it's the same kind of blocking as covering your ears with your hands essentially. it should block the chatter as long as they aren't yelling or right next to you

Judging by OP's English he doesn't live in Burgerland.

This actually seems like a better alternative to pricey noise cancelling headphones.

Those are made to attach radios and external hearing aids when you go hunting or shooting, not to purposely listen to music. I don't think they'll sound very good.
I am actually using these right now. During the summer I am working in a hotdog factory and I wanna be able to listen to music while working there. I can highly reccomend these.
