Not in my experience (so far).

Though I have heard that some places (like Kyoto) are quite tight communities and it is difficult even for Japanese people who move there from other parts of Japan to move into a neighborhood in the city itself, like they're not really accepted because they have no family history in the city.
Because of this there is a lot of development in the surrounding towns which is where most of these people move into.

In Japan, we basically count it on the basis of "month".
But actually, in Japan, standard working hour is 8 hours. So we just consider overtime hour only.(For example, overtime is 40 hours a month.)

Western media and entertainment is mostly English. That's a profound difference to yours. It's a compulsory subject in schools and you run into it whether you like it or not. I've been browsing the internet for around 15 years - most of that in English ever since I learned the basics in school. Video games, especially those with voice chat enabled, trained me a lot more than school ever did at speaking English fluently. I'm Finnish.

I notice that the English of a lot of Japanese speakers have some pretty common quirks. It's actually kinda cute.
I don't really think it's super-strange, but I'm also not from the US; I'm from Canada.

Some examples of things you do are:
You don't often use prepositions... ("How do you feel about my written English?" would be a better way to say that.)
Also the word "the" is often either misused or omitted completely. Trying to explain places where this is the case makes me realize how complicated the rules for the word "the" actually are.
A lot of Japanese speakers have issues with plurals, often referring to things as singular which aren't and using the words before it to try to indicate plural. (For example: "I see many car" vs "I see lots of cars". The second is better.)

Then again, I read a lot of English by Japanese speakers because of lang-8, and in turn they read my horrible Japanese.
