No, it's not. I built roughly the same system guts myself for a few hundred dollars last year. He's tacking on peripherals which are probably filthy and half way to broken too.

Sold my FX6300/8GB/R9 280X 3GB rig for $525

Felt a little bad at first because the CPU was bottlenecking hard even when overclocked to 4.1 Ghz, but then the guy who was buying it for his kid asked about upgrade paths and I told him about the 8320E/8350 and I'm sure he'll just get a new CPU for it if it needs it. Kid looked like he played LoL and Minecraft only.

I got the CPU with a computer for free, but ended up replacing everything but the CPU. Most parts were factory refurbs so the costs were quite low. Made at least a $120 profit.

Lag refers to your internet connection.
That computer will be fine for CS:GO.
It'll run smoothly at 1080p with mostly high settings.

For the money, though, you could build something at least equal in performance and it would be new. Buying used custom built computers is always risky because you're not sure if the parts have been abused. If the CPU or GPU are performing like 10% less than they should for whatever reason, it might be hard to figure out what's wrong or why.
