I keep posting my new build because I'm in love with it. The cabling would be easier if I had bought a more modular PSU of similar size and wattage; perhaps shorter cables as well.

The temps from speccy are under minimal load. It probably goes up by about 5-6 if I'm playing a game made in the last 2 years. It will probably go up by 10-15 or more in the summer. The PSU comes with the case if you buy it at $140, not bad.

Don't blame the AIO for the temps. The amount of air moving past the radiator makes any sort of temperature rise in the air negligible - at most, an R9 295x2's radiator (aka the only 120mm AIO that suffers from rampant heat soak) expels air that is about 3-5 degrees higher than ambient. That's right, just a handful of degrees for what is easily one of the most inefficient radiators for the heat it has to manage.

With a cooler like yours, 60 degrees under load seems just about right, and changing the AIO to exhaust outside the case would probably only yield a one degree difference.
What I would do for some actual temp benefit is to put a 120mm high air flow fan above the Fury's radiator and put a fan shroud behind it (Phobya makes one about 20mm thick, which is pretty good at channeling airflow). You need to get more air flowing across that motherboard to push the hot air out of your case.
A second fan on the top case mount would also help expel the hot air from the cooler.

It's a normie machine that won't ever see anything but Facebook, YouTube, and word processing.

CPU is fine for the workload.
Mobo has a Sata 3 slot which was the only major "requirement" I had for it. It's a mobo, it works.
PC was built for a coworker and I have no way of knowing where they're going to put the PC. I would rather have it facing up, acting as a second exhaust fan than risk them putting it on carpet at burning itself out.
The source 210 is advertised as an mATX case and was only $25 at microshitter.
Coworker only needed one mass storage drive for now but has 2 more SATA ports and plenty of HDD bays to upgrade later as needed.

All in all, for a $300 machine I think it's just fine for its intended purpose.

That's because case manufacturers, rare exceptions aside, realized a long-ass time ago that it was much easier to get acceptable noise levels and airflow from 120mm fans and larger. That leaves 40, 80, and 92mm fans as a very niche product that are mostly only used in exceptional circumstances. If you absolutely need one that small, just make sure you get a high quality one such as a poofan or a NoiseBlocker and then play with the voltage until you find a noise level you can live with.

Try relocating the radiator to the back exhaust (it might be thick enough to cover about a third of your CPU cooler, but your CPU cooler will still get more than enough air regardless), or see if you can mount the radiator upside-down on the front bottom mount.

This is not problem with case, this is problem with EVGA PSU, because someone "smart" came with idea to make it longer to fit bigger fan inside or whatever the reason was.
You would have same problem in most of Cases which put PSU on bottom.

You wouldn't have had this problem in a non-shit-tier case. Your power supply is 180mm long. Sticking strictly to the ATX specification, it should be 140mm long. The thing is, you'd be hard pressed to find a 750W power supply of any reasonable quality at anything less than 160mm. Improving stability and efficiency requires more components and more space. 180mm power supplies are far from uncommon, and failing to properly support them is a failure on the case's part, not on the power supply's.

My 4790k was a bit of a voltage-hungry bitch, so I'm pumping about 1.435V to keep it stable at 4.7GHz. My two 980 Tis are overclocked to about 1370MHz each and a memory clock increase of 150MHz. Plus, the two cards are watercooled (AIO use more power than fans) and I have several devices/ storage plugged into the computer at any one time.

So yes, with one 980 Ti, my build was using nearly 800W at load.

I just got unlucky with my silicon lottery. I'd swap it out for another one, but the CPU has already been delidded and the heatspreader lapped. I don't want to spend another $300 on a new chip that probably won't run any better than the CPU I already have.

Plus, I know its quirks. My mobo allows me to swap BIOS profiles so I run stock clock for when I do regular browsing or work (90% of the time) and OC when I game or do rendering on a tight deadline (10% of the time). Worst case scenario is your 4790k could draw maybe 250w, ain't no way a 980ti is going to push that to anything near 800w. Also if you're measuring power draw at the mains you need to take into account efficiency losses, with an 80+ Gold PSU that 800w drawn means it's actually only putting out about 700w.

I wanted lower temperatures. And I got right under that I needed by delidding. There is no reason to delid a CPU with a soldered heat spreader, but if you're dealing with Intel's TIM, you can drop a handful of degrees which could make the difference. In my case, it did. You might think it's pointless, but it's all about the experience.

I set my own fan profile for the radiator fans, but even at a less aggressive fan setting (leaving the fans off until 60 degrees), the radiator fans would spool up to 1100 rpm right away. At 1070 rpm, you could hear the fans making a droning noise that irritates the fuck out of me. 70 is too high for my tastes, so I delidded and lapped to bring it down so my fans don't roar at 90% load. Yes, which means the PSU is actually putting out less than 700w.

If you still don't understand that means an 800w PSU is more than adequate, even a 750w would be fine (700w could technically be alright but that's cutting it close). You system did not consume nearly 800w as you claimed, if that was the case then it would be pulling a bit over 900w from the wall.

Okay, if you're drawing 790W from the wall, that's still 790W that your PSU needs to deal with before feeding it into the rest of your PC. I know that my build wasn't using all 790W (It's about 710W if my PSU 80+ Gold is anything to go by), but the build was still drawing 790W from the wall.
All the naysayers are saying "lol lrn2math it's impossible for a 980 Ti build to draw more than 600W", but it did. My UPS said it, and I'd trust it over the words of some random neckbeard that has never laid his hands on my computer, let alone seen the settings I've used on my build.

It doesn't fucking matter. PSUs are rated by the amount of power they can output to the components in the computer. How much they draw from the wall is only relevant when it comes to choosing a UPS or calculating energy costs.

Your system did not consume anywhere close to 800w, more like 700w. Judging based on the power drawn from the mains is retarded, if you used a Platinum rated supply then you'd end up drawing less than if you used some cheap Chink shit that couldn't even meet the Bronze spec.

The guy's an idiot, but so are you. A 760 consumes like half the wattage of a 980ti.

That said you should see more like 500w under a stress test (most realistic usage scenarios will be lower), or close to 600w pulled from the wall.

I used a wattsup meter when I had just one 760 and It said I pulled around 250 when playing games. I can only assume that adding another card would raise about 100w
