I bought a brand spanking new one for pretty close to that price (maybe $15-20 difference), so yeah you probably got ripped.
It only takes one retard doing a boot test without the CPU fan to ruin it. Or maybe he ran a test that brought temps to 120. You'll never know, and its the most important component.
