Yes. All big subreddit are shit.
Small ones are good but slow.
It's kind of the same with imageboards.

Where reddit shines is that there are thousands of subbreddits and you can pick and choose the ones you like via subscriptions.
Kind of like here on 4chan each subreddit has it's own subculture.
The more focused and specific subreddits are, the better they tend to be.
A somewhat recent addition allows you to compose multiple small subreddits into bigger ones.
That way you can get a steady stream of better posts going.
For example /r/technology is shit, but there are some more specific technology related subreddits that aren't.
So I composed my own technology multi-reddit that I actually like.
But it takes time to aggregate subreddits based on your specific interests.
Though there are a couple of mechanisms to help you find some.
