It's complicated, it depends on which version of the character we're talking about, but in the end, Alec Holland died in the swamp and his consciousness was transfered to/copied by the plant elemental.

So Swamp Thing was never human, he just believed he was Alec.

Same thing happened in Brightest Day, when Swamp Thing absorved some Black Lantern energy or something, and believed he was Nekron.

The thing is, there's been many Plant Elementals along history, Swampy is just the current one. There's also a group of higher plant beings called the Parliament of Trees, kind of like the Guardians for the GLs.

The Plant Elemental is the Champion of the Green, and is supposed to protect plants first and foremost. Since he has a human mind imprinted on him, he does care about human and wordly issues more than he should, and often has been at odds with the Parliament for it.

Along the various continuities with all the Crisis and reboots and stuff, Swampy has been a man turned misunderstood monster, the protector of nature, at war with the Parliament and the other elements, the ENTIRE EARTH'S elemental, Champion of the Green, etc.

Like I said, it's complicated.

For what it's worth, the (very old) Alan Moore series is an excellent classic, it's also the origin of John Constantine.

The 90's Morrison/Millar run was good as well, and the New52 run, which ran paralel and sometimes crossed over with the Animal Man run, was also great (maybe the best thing to come out of New52), though I lost track of both at some point. I don't know what's going on with them now.
