Download comics and then post images organized in folders.
You can find cbr or cbz files all over the place on the internet.
Files labeled ".cbr" or ".cbz" are rars and zips so they already are image folders full of images put in proper order. So you can just use winrar/7zip to extract from the cbr/cbz to get folders full of comics ready to be posted on image boards like here.

Once 4chan's archive would 404 they can be found on desuarchive for much longer. Desuarchive has a search feature so it is easier to find what you are looking for.

Idk what kinda skills or expensive gear that requires that.
For floppies I'd imagine it might involve damaging the comic taking the staples out. Maybe photoshop software is able to clean things up so you don't need to destroy the comic as much. I'd still imagine it involves paying good money for a good scanner.
