The most recent Phoenix Wright game did an entire case revolving around Rakugo, where the entire joke was that Athena, being a foreigner, couldn't figure out what the hell was supposed to be funny about it. The prosecutor does an entire routine in the middle of a case in an attempt to explain it to her and she just stands there with a "what the fuck am I listening to?" look her face the entire time.

At least Japan seems to be aware of how non-Japanese people feel about it.

Japan has a very, i don't know, sincere form of humor. British, and as a derivative, American humor is steeped in sarcasm, Satire, and is based largely around the concept of trying to see how cleverly you can lie about something while still ensuring the audience can actually see through the lie and get the truth out of it. The humor is derived from how large a gap there is between the lie and the truth. Japan is too genuine in its mannerisms to really appreciate it.
I am naturally an immensely sarcastic person. During the time I spent in Japan a lot of people genuinely thought I was on the spectrum, because I would say what was effectively massively stupid shit in a completely deadpan and serious way. They'd be genuinely surprised when I'd say something actually insightful or meaningful, because it was so out of character for me to actually be sincere. Once the people around me realized that most everything I said or did was bullshit they actually started thinking I was funny.

Also, a personal theory I have about why Japanese comedy (and tv in general) is so bad is because the zaibatsus (huge conglomerates) have had a stranglehood on the media since before WWII. Really good humor tends to come from the margins of society, but the barrier for entry into the mainstream, or even the semi-mainstream, is simply to high to allow that.

yes. two-man standup comedy is pretty popular in japan. very abbott & costello.

Hell they even released an anime the other year about rakugo, with one of the leads being loathed by nearly everyone in the business because he actually delivers his performance in a way that makes the audience splits their sides with laughter. everyone who's been at it longer than him turn up their nose as his 'spitting in the dignity of rakugo'. all the other performers do it the 'right way' and get basically the same audience reaction Barry describes, and that's how its 'supposed' to be. Its called Shouwa Genroku Rakugo Shinjuu. I'd link to an example of the characters' 'uncouth rakugo' but all I can find on youtube are way too many videos discussing the ending
