Personally, I think Pink was behind the rebellion, and wanted Rose to shatter her as the final act. It's significant that Earth was her first colony, and she was also the lowest-ranking diamond, going off the symbol. No, and it's already been said before and admitted by Steven that he gave out the list. Voluntarily without understanding the gravity of the situation he was in.
On top of that, Lapis brought everyone back to Earth in the first place, most importantly Jasper which set off the Rubies trying to track Jasper down, getting blasted into space eventually, and then getting their ship back when Steven, again, thought he could convince someone not to destroy everybody by being friendly.
Peridot may have sent the list, but there's no telling it would have come down to randomly abducting humans to track down Steven with it. All the list indicated was that Earth was still populated by a random assortment of things like Sadies and Larses and My Dadses. Which wouldn't have mattered anyway since Peridot was originally checking on the Cluster which was going to destroy Each in the first place.
