I think it's possible. Oswald is just the kind of characters that he usually plays.
If you read the behind the scenes stuff its amazing how much he really got into the character. He remained in character between takes as soon as they finished the make-up, and even refused a stand-in for the scene where he gets pelted by the mob.
If he wasn't a fan before he probably picked a few stories after the movie.

But that's The Penguin's thing in general, and part of what makes him work. He doesn't look that threatening as a short fat man with a umbrella and no one takes him seriously, until he's biting your nose off or threatening to murder your parents and drown your children in toxic waste. His appearance is his curse as well as his advantage.
This is part of why Danny was so perfect in the role. No one thought he was going to pull off being a villain, and yet he was so effective they couldn't even sell his action figures without scaring the kids.
