Demons, Devils, Angels, Gods etc all are embodiments of ideas, so they are Good an Evil, but the mortal world, the Material Plane is much more up to debate. Which is incidentally in-setting the reason the gods keep fucking up the Mortals' world because they're (almost) all a bunch of assholes working off of absolutes, and can't comprehend the more nuanced world of mortals.
Basically ex-human, and "only godly because of power" gods are exempt from this. As such, Vecna is one of the more reasonable gods.
