Mina is pretty unstable and can be distracted. Star still doesn't use her full potential regularly and so could be held back by Moon.

Moon being Star's mother also makes it possible to keep Star from getting too aggressive, at the risk of hurting her. There is the possibility of Star fucking up as always and seriously injuring Moon, but there's also the possibility of Star doing that to me inadvertently if I chose to work with her instead.

Moon also seems pretty efficient and focused; she didn't leave any of the MHC behind so she'd do a decent defense job.
