Cecil literally was hired by a guy as duplicitous as Rudy for one, and succeeded after he came to see things his way.

When Cecil was running things he appreciated and allowed people like D.A. Sinclair and Dinosaurus (who really was only either unable to cooperate due to his transformation, or neglected to because Invincible allowed him complete freedom to Cecil's way) and whoever else to pump out their technology and concepts through the government and other means so long as it was without slaughtering whoever was walking down the street at the time.

Fact is like Amanda sussed out Rudy was just bitter he didn't get instant recognition and praise for his artificial moon save and decided a sudden violent coup would be more satisfying for his ego.

All Rudy ever had to do was follow the program already in place until Cecil's little baths stopped slowing down his aging enough to run things indefinitely, at that point he'd have handed things over to Robot.
It's obvious he was going to choose him, he was grooming him in the ins-and-outs of the operation and keeping him close the same way Radcliffe did with Cecil. They were practically sleeping together.

There was no point or purpose to anything Robot spent his five months on, he just wanted the same kick he got taking over the Flaxan world.
