Maul is clearly aware of the plan in TCW (and is miffed that he missed out) and seems to have been taught some manipulation tactics, so I think he would've occupied a similar role but likely wouldn't have been the public face of the Separatists. He would've gotten someone else to be the front, like Almec was with Mandalore. Also if Maul hadn't fallen off the path, Sheev probably would've taught him even more about being a manipulator.

He would've kept Dooku and continued with his plan, though he'd probably still be on the lookout for a younger apprentice.

He probably would try to take over the Republic, though he'd probably need someone on the inside over there to make it work. He'd probably talk Mas Amedda into helping him.

I get the feeling that he was grooming Padme to start a Separatist movement. He would then help her out from the inside while leaving the actual military shit to people like Maul and Vizla. I can imagine him manipulating the Senate into allowing the clone army (while appearing to be totally against it at first), then recreating the blockade of Naboo with clones to show Padme that the Republic is just as bad as the Federation used to be (he would have probably gotten new 'nicer' leaders for the Federation after Episode 1 to satisfy Padme). I haven't watched the Citadel episodes from TCW in a while so I don't recall (and I haven't yet read Tarkin), so I'm curious about something.

Has Tarkin himself actually killed anyone? Not counting his use if the Death Star, I mean. Did he ever personally kill anyone during The Clone Wars when he was a military officer or can we surmise that as a Captain he almost certainly ordered the deaths of other in actual wartime ship-to-ship battles?

And on a minor note, why was Master Piell given a Captain like Tarkin as his primary naval officer when other Jedi generals seemed to get Admirals?

It's not as bad as the previous installments but there are some pretty big flaws.

Sheev wasn't with the clones on the front lines, the Jedi were. If clones were going to be loyal to anyone it was always the Jedi fighting and dying alongside them. Even nominally when he made them he did it with a jedi name so he had no real links back to them.

Order 66 is the kind of thing where every clone has to attack in lockstep. Yoda got a warning and that was all it took for him to realize he was being played. Any other jedi who got the same warning, or even just a long range shot like Obi-Wan took, had a risk of living and coming back to attack again.

Like the only character I liked upon introduction in the original aftermath was random Twi'lek dude who was super excited the emperor was dead and had no social graces. But he died almost instantly while the unpleasant guy he was trying to be friends with went on to become a main character, and there's no real reason for one to have died and the other not except main character immunity.

Character development isn't always obvious or overt. Oftentimes it is layered or substituted by surface development, such as in Anakin's case. Throughout the Clone Wars, Anakin developed greatly as a warrior, but very little to none as a man. This does not indicate a lack of character development as many like to imply, but rather is an insight into his fatal flaw throughout the course of the PT and latter bit of the OT.

Yoda is a similar case, though it's not too obvious right out the gate given it takes two movies for us to see him again after RotS. That said, his development is made quite clear in his dialogue to Luke about how war doesn't necessarily make one great. He's literally speaking from experience, given his entire livelihood, the Jedi Order and the Galactic Republic it stood for, were completely subverted and annihilated on his watch in and after the great war they had fought.

You just really need to know how to look for these things, which isn't dfficult at all.

Right. I view it sort of as a fail safe. 99% of clones will probably handle Order 66 exactly as you'd expect. They've been bred and trained for this, but there might be a few who have second thought, or a moment of hesitation. And that's all it takes for tens, maybe hundreds of Jedi to escape the purge.

The chip really is just there as a safety measure. Even when you know you'll win, there's no harm in taking an extra step to completely ensure nothing can go wrong. And for most clones, they'll never be any wiser to it, since it's an order they would've followed anyway.
