When you see sales charts of comics, the sales are coming from Diamond, who only gives out the numbers of what retailers bought.

And what Marvel really likes to do is, is to incentivize retailers to buy more copies of an issue so they can get a those variant covers. regadless if they can sell those copies or not. So this in turn makes it look good on paper when the sales charts come out.
