For everything else, magical creatures in service of Mewni seem to have some sort of gem/crystal on their foreheads: Baby, Glossaryck, etc. Miss Heinous seems to work with things that have gems over one eye-- the guard dogs, Rasticore-- further implying her connection to Mewni. What they do, if anything, is still unknown but seems to mark a connection.

Certain crystals can also cancel out magic: Toffee's cage, the Pixtopia mines, the dimensional-scissors-blocking crystal at St. Olga's.

I doubt we'll ever get a real explanation (maybe in that book coming out next month), but it just seems like a pretty consistent bit of background lore.

I would argue it's more a case that the show does a pretty poor job utilising secondary characters outside of episodes focusing on them. It's one of the biggest weaknesses of the show in my mind, not having recurring secondary or tertiary characters having a line or two to add a little flavour or help develop and episodes plot or even to help develop the main cast.

Not many people would want entire episodes revolving around some random earth girl who likes skating whom the male main character just happens to have a crush on. However, since the beginning of season 1, there's been a desire in these threads to just know a little about her character so as to flesh out that subplot. Janna and other less important character as well. Now it's a little late for that sort of minor development to take place, given that the show is ramping up its main plot now.

I feel like there's an optimum middle ground between too little and too much minor character involvement. The key being an intended use for the minor character's presence, however much time they actually receive in the episode. Star vs. has done well in the latter when the minor character acts as an episode's focus in tandem with the main cast, Star and Janna's adventures being an example of that.

On the other hand it's been incredibly poor at providing little snippets with those characters, a line or two just to provide the viewer with something else in the episode to make the world seem fleshed out a bit.

It's an annoyance with Jackie in particular given how much time the whole Marco crush subplot has been given, it seems faulty to not provide even a little development to a major element of that plot line, again nothing major like an entire episodes focus, but enough to garner some characteristics so the eventual payoff with the plot line has more impact.

It gets weirder that the show does this given the initial intent for the series in the original Star vs. comics that Daron made. Had that interpretation come to pass the show would have likely had to develop minor characters frequently and with little time, given the focus was on this girl wrapped up in her own imagination meeting the interesting people in this boring world she actually inhabits. Actual episodes in the cartoon that tried to do this are viewed as some of the weakest in the show, Fetch and Star vs. Echo Creek coming to mind.
