I feel like the traditional moustache twirling villain is hard to do well, not only due to the modern expectation of morally grey antagonists, but also because by definition, a villain who is evil for the sake of it is one dimensional.
Realistically, a writer's options are to either give said villain more complex characterization, or make them so over the top that they become entertaining through sheer charisma. Though certainly these are not mutually exclusive.
