I'd argue that if he was tasked with writing a story rather than a metacommentary and reigned in by an editor, I'd feel like he'd give us stories that would be a combination of Fell, Moon Knight, and Secret Avengers (depending on how out there he wanted to get). Also posting pictures? Come on man.

IIRC when the crossover came up, Ellis planned to make Planetary #12 deal with a Batman analogue. Since he agreed to the crossover he decided to switch gears and do the Fourth Man reveal in that issue instead.

The hammer is also a reference to Marvel Thor's cane transforming into Mjolnir. And the subspace thing might be sort of like the one from Miracleman (only weapons are being stored instead of bodies).

I'd say both 19 and 20 are a riff on the Galactus trilogy plus other Kirby cosmic stuff. The angels could be comparable to the Recorders from Marvel.

The Dead Ranger's descendent is Bret Leather who is the analogue to The Shadow and The Spider (who himself was a sort of knock-off of The Shadow, but had far more batshit insane stories). The part about Bret's name, and Bret being a newspaper man and being a descendent of the Lone Ranger analogue is supposed to be compared to Britt Reid. the Green Hornet (who was a relative of the Lone Ranger and ran a newspaper).

Not only that but John Stone's weapon is a deliberate reference to the Satan Claw from Steranko's Nick Fury. It was a weapon that Strucker used. The planet that the Four encountered might be a version of Apokolips.

The other thing to note is that the pulp stuff such as Doc Savage and Tarzan, there might also be a bit of nod toward Philip Jose Farmer's work. Farmer was a sci-fi writer who around late 60's and 70's wrote his take on pulp characters and introduced the Wold Newton Family Tree, in his biographies for Doc Savage and Tarzan. This tree includes Doc Savage, Tarzan, The Shadow, The Spider, James Bond, Sherlock Holmes, Fu Manchu, G-8, Phileas Fogg, and others. Farmer also wrote A Feast Unknown, which was like a pulp tale with analogues to Tarzan and Doc Savage, but with the sex and violence luridity of the pulps ramped up. I know Ellis definitely confirmed he read that book. Also notice how in >>89441158 he tries to imply that Lord Blackstock had sexual experiences with more than just humans? It's more explicity with A Feast Unknown's Tarzan analogue.
Farmer's definitely an influence on Alan Moore (Moore referenced him during his intro in Dark Knight Returns, and I think at one point even acknowledged Farmer's influence on LOEG)
