The difference with Winter Soldier is that it streamlined everything. Everything was part of the same plot and they weren't trying to introduce so many new elements in the film. Most of Civil War's plot has been laid out so introductions weren't needed.

Ragnarok has the unfortunate problem of having to introduce a lot of shit in the film.

Surtur "could" appear. Simply because "reference" and he was in the original comic story. So he "might" appear as some kind of big monster Hela tries to unleash and Thor fights him in the climax. But really i don't expect much. Some scenes of him talking maybe, like plotting until we finally see all of him at the end.

BRB is simply not gonna happen. Basically anything that's very "thor" is not gonna be a thing because they have lots of stuff to introduce so most of the atcual Ragnarok story isn't gonna be there.

I liked Civil War, but no one can tell me it was a proper Captain America movie.

Spider-Man, while fun, was one of the most forced inclusions I've ever seen in a movie. It was basically a 20 minute Homecoming trailer in the middle of the film. Black Panther also had a mini origin story in it, although he fit better in the movie. Add the plenty of Iron Man screentime and parents drama, SW and Vision getting a lot of scenes setting up their upcoming romance and bonus Hawkeye and Ant-Man appearances and you barely even get much time for Captain America. Even the supposed "muh Bucky" romance reunion was rushed as fuck because of so much shit being crammed into the movie. All he got were 2 very short scenes with Bucky in the apartment and after he saved him, one very short scene with Widow in the church, some banter with Falcon and a rushed romance with Sharon that went nowhere. Seriously, Iron Man got a 10 minute scene with Peter. I don't even think Cap had a full, long scene like that interacting with Bucky or Sam or whatever.

The whole plot revolved around Cap trying to save Bucky. The accords were dropped mid-movie. It was overstuffed? Yes, it was, but in the end it followed what went through Winter Soldier as the main course with Tony's parents and the Civil Brawl as side dishes.

He is very clearly the focus and protagonist of the story and while the accords stuff is all Avengers related, Bucky being so crucial to everything clearly makes it a Cap story.
