Early Johnny was such a badass. He was always out superheroing because he loved being a good guy. Constantly experimenting with his powers. Hell the original Frightful Four were his very own rogues gallery before they teamed up to destroy the FF entirely.

Sure there was immaturity to the guy but he had lots of potential. Unfortunately many writers just default him to an immature jock type hero who won't be able to creatively beat his villains without Reeds help.

The guy aint no read but he had spunk.

Walt Simonson's problem was specifically that during this era, Doom was a pathetic groveler in exile going around asking for help in defeating Kristoff Vernard because he couldn't do it by himself. So he had the "real" Doctor Doom show up, destroy the Doombot and defeat Kristoff in 5 seconds.
Plus, the Simonson wrote "real" Doctor Doom as not knowing Sharon Ventura, further confirming that the Doom in this story couldn't be the real one.

Starlin's heirarchy definitely showed the Tribunal at the top of the heap, but I think it can be explained by a fairly subtle differentiation of powers/duties.

The analogy here might be rough but bear with me. Perhaps the power structure is something like.... Eternity is the president - the commander in chief of the universe. Meanwhile the Tribunal is the supreme court. There isn't much *direct* power there but SCOTUS has the ability to rein in and override the *actual* power, he can tell the POTUS to cut unallowed (unconstitutional) actions right out.

So depending on how you look at things, how the story is being told and the type of story, you could see Eternity or Tribunal as the top of the line. Starlin tends to show Tribunal as the top because the stories he was telling with Thanos and Adam Warlock tended to be meta-level stories, the "separation of powers" stories. When someone is trying to commit a cosmic coup, usurping other entities powers, *of course* the Tribunal is going to be the end-of-the-line arbiter. But for stories a little less meta-cosmic and merely "mundane" cosmic, Eternity and his cabinet of incarnations are where the action is.

The question of "who is the top Marvel cosmic entity" really doesn't have an answer, or the answer is similar to "what is the top branch of the US federal government?" And that answer, while it might not be purely satisfying, is "it depends on the situation"
