From my experiences owning quite a few cats in my life I have some guesses.
1) Tooth problems.
2) Cold, causing numb lips.
3) Got into something, causing numb lips.
4) Happy, drooling because for some reason that's a surrender to the thing petting you I guess.
5) Poisoned, dying.

Those are in order of likelihood I'd guess. Seriously, tooth problems are the the most common thing I've seen. It means they've got a very bad rotten one that needs an (expensive in the case of cats, because the fucking things shatter easy so it needs to be done surgically in most cases) removal, because otherwise they're going to be sitting there trying to not have it touch anything which causes them a great deal of pain, and their breath will be TERRIBLE and be around them like a miasma.

That story was dedicated to a lot of things.
It introduced Mary, Shiba, Kit and Friedrich, the concept of Lucky Stars, and the city of Canopy. The fighting was mostly trivial to the plot at hand, and most of the fight scenes were 1-panel gags.
Even the best parts of the Boris fight were the jokes more than the action.
