What kind of goons do you think each villain hires?

I think the Joker would hire me, at first I would be another goon but quickly he would see that I am far more devious and deceptive than all the other, he would take notice of the mean pranks and jokes I pull on all of them (especially when I kill them) and feel that I have a lot of potential

I think Riddler, Two-Face, and Penguin are the trickiest villains to figure out in terms of their hires.

We don't care about bad guy's goons until they get their ass kicked, but good guys should have some personality and character development since the cape comics are about them. Writing about goons and writing them right would complicate the story and would take away time from main characters.

Not necessarily. The main characters are important of course, but a strong supporting cast makes the conflict all the more meaningful. Hence the goons, who would be nice to have as developed characters, as comics lean more towards being more about pure action.

Actually I like the Wonder Woman idea of having some people to help her. Writers could try to portray her as a compentent and charismatic leader.
However, a lot of cape comics are about single characters having personal crusades and quests so being in charge of a large group wouldn't fit in their stories.
Some other characters would fit fine though, like Captain America, Miss Marvel, WW.

Both are soldiers after all. Steve is usually working for the government in some capacity, so a special task force(Howling Commandos revival perhaps) wouldn't be out of order. And Carol gathering up some of her Air Force buddies to form a team is what Carol Corps frankly SHOULD have been.

Penguin is the biggest crime boss on the East Coast, everyone wants to join his empire.

Riddler probably employs people who are known rats or who can't get hired somewhere else because of their reputation. People who are willing to work for far less.

I imagine Penguin doesn't do too many bank heists and schemes like that, he's more of a trader/broker/smuggler, so people who want to get down and dirty and get some cash quick will join with folks like Two-Face who do that kind of thing. I doubt people who become themed goons for Joker, Mad Hatter, and the like are there for long term employment.

Also Wonder Woman is about as many times more powerful than an Amazon as Superman is than a "peak human", so she doesn't really need bodyguards. She has Artemis, Io, and Philipus that often assist her, anyway.
