Not at all. You had a ton of great experimental stuff like Legends of the dark Knight, and a solid set of books. Later on you'd see all the batfamily get developed independently and stand as their own characters. The most extreme it ever got was Kelly Jone's artwork, which owed itself more to Bernie wrightson horror stylization than Image; and Kightfall, a meta commentary on 90's edginess drawn by Jim Aparo, one of the most un-edgy artists ever.

It was COMMON for books to sell in the MILLIONS every single month in the 40s.

In the 50s and 60s nearly everything sold well well into the hundreds of thousands. Disney books still sold in the millions.

In the 70s most books sold over 100,000 with MAD Magazine selling over 2,000,000.

In the 80s EVERY SINGLE MARVEL TITLE sold over 100k. X-Men sold 750k.

In the 90s the industry crashed.

So, no, comics were not "at their biggest during the 90s". It was actually the worst selling decade for comics up to that point going back to the 40s.

I didn't actually start reading comics until the late '90s which was almost completely different, with everybody doing neoclassical back-to-basics stories about how terrible the early '90s were. Morrison, Waid, Busiek, Robinson and many others were hitting this theme very hard (and Jeph Loeb was a writer who switched from EXTREME '90s X-Books to Neoclassical nostalgia comics).

The '90s are really two decades in one. Both had their problems but both produced some good stuff (unfortunately for Marvel, the good stuff in the late '90s mostly didn't include their flagship X-Men books).

Then the following year's crossover, Onslaught, was basically Nostalgia Central (to the point of being partly based on a forgotten plot point from the Silver Age). So AoA was kind of a farewell to the EXTREME '90s and a transition to the NOSTALGIA! '90s.
